National strategy

SDG national strategy

In 2019, a GCC member state commissioned a 5-year national strategy to improve its standing on the global SDG index. We designed a suite of SDG-aligned policies across priority sectors, structured for phased implementation and measurable index performance.

National non-profit sector strategy

The non-profit sector in a GCC country lacked a unified national framework to guide its growth, with more than a dozen sub-sectors operating without coordinated direction. We built a national strategy defining sector priorities, governance structures, and enablers to formalise and scale civil society contributions.

National talent incentive frameworks

A national authority sought to design incentive frameworks that would attract and retain skilled professionals across its priority economic sectors. We developed a structured policy framework spanning financial, regulatory, and non-monetary levers calibrated to sector-specific talent gaps.

Sector growth & investment strategy

A government body sought to accelerate growth in a high-potential sector by making it more attractive to domestic and foreign investors. We developed a market development strategy covering market entry, investment incentives, and regulatory enablers to formalise the sector's growth trajectory.

Emergency services financial sustainability

A leading humanitarian organisation's emergency medical arm was self-financing just 6% of its operating costs, with the remainder reliant on donor funding. Working across 3 structured workstreams, we assessed 6 alternative funding models and developed detailed business cases and implementation roadmaps for each. We delivered a board-ready strategy targeting ~40% cost self-sufficiency within three years.

Ministry operating model redesign

A large public institution operating across an ecosystem of more than 20 affiliated entities, delivery arms, and external partners required a fundamental rethink of how it was structured and governed. We redesigned its operating model to clarify mandates, reduce structural overlap, and align the institution to its strategic priorities.

Traditional arts institute operational excellence

A cultural institution faced pressure to improve performance across the full expenditure and procurement cycle, from spend categorisation to supplier consolidation. We conducted an end-to-end operational review and identified a prioritised set of cost avoidance and cost optimisation initiatives to help the organisation do more with less.

Organisation financial sustainability

Three public cultural institutions faced structural funding challenges threatening their long-term viability. We developed tailored financial sustainability strategies for each, identifying diversified revenue streams and cost optimisation levers suited to each institution's mandate and operating context.

National cultural policy suite

A national authority needed a comprehensive policy architecture to govern a sector that had outgrown its existing regulatory framework. We drafted more than 10 national policies spanning licensing, development, and sector governance, structured as a coherent and implementable policy suite.
